Monica Farah-Stapleton, Ph.D., serves as Technical Director for the Federal Electronic Health Record Modernization (FEHRM) program office. In this role, Dr. Farah-Stapleton is responsible for executive oversight and technical orchestration of all engineering and cybersecurity activities impacting the U.S. Department of Defense (DOD) and U.S. Department of Veterans Affairs (VA) common electronic health record (EHR) and the exchange of health data between the federal EHR and private sector partners.

Before joining the FEHRM leadership team, Dr. Farah-Stapleton served as Chief Engineer for the DOD Healthcare Management System Modernization program management office. She has several decades of information technology experience, including executive strategy and direct management and oversight of complex, sociotechnical system-of-systems projects.

Dr. Farah-Stapleton is a graduate of the Naval Postgraduate School with a doctorate in software engineering. She has an executive master’s degree in technology management from University of Pennsylvania (School of Engineering and Applied Science and Wharton School) and a bachelor’s degree in electrical engineering from Rutgers University. Dr. Farah-Stapleton holds Acquisition Professional Level III certifications in program management and systems engineering.

Steven Posnack serves as the Deputy National Coordinator for Health Information Technology. In this role, he advises the national coordinator, leads the execution of ONC’s mission, and represents ONC’s interests at a national and international level. In conjunction with the national coordinator, Steve oversees ONC’s federal coordination, regulatory policy, public-private initiatives, and the overall implementation of statutory authorities and requirements, such as those from the 21st Century Cures Act and HITECH Act.

As NCI CIO, Mr. Jeff Shilling is responsible for the availability, confidentiality, and integrity of all NCI IT systems and their data. This includes maximizing the value, and assessing and managing the risks of information technology at NCI. In addition, Mr. Shilling leads the Infrastructure and Information Technology Operations Branch in NCI’s Center for Biomedical Informatics and Information Technology. In this role, Mr. Shilling manages the centrally provided IT for the NCI enterprise, which includes server and endpoint hardware, COTS software, network, desktop support, and policies required to support NCI’s scientific and administrative activities. These services play a critical role in advancing the NCI mission. Mr. Shilling believes that highly trained and knowledgeable IT support staff are the key to developing a productive work environment for the NCI. Mr. Shilling came to CBIIT from NCI’s Center for Cancer Research (CCR) where he served as an IT architect with a focus on translational research. Prior to joining NCI, he worked as a biologist in a laboratory at the University of Wisconsin-Madison, where he graduated with a bachelor of science degree in biochemistry and molecular biology. He made the transition to Information Technology, enjoying the diverse and fast-paced work, and moved to the Research Triangle area in North Carolina, working for NIEHS and the National Toxicology Program. After NIEHS, Mr. Shilling worked at Lawrence Livermore National Laboratory (LLNL) in California. During his time at LLNL, he provided a full range of IT services with the Physics Directorate.
